Interesting idea, though I think that having it be $5K (or any fixed amount) no matter the size of the company favors large companies, since large companies can probably spend more to reduce the risk of getting hacked. Hell, it might even incentivize large companies to fund hackers to breach their smaller rivals, in order to wipe out their competition.
