uhhh by "access" you actually mean "pay for and provide for free to others."

Everyone already has access to vaccines. Flu vaccines are aggressively marketed.

It is extremely common to use the word "access" to mean "have the economic means of acquiring" when talking about sociological issues or healthcare.

I have "access" to a new Porsche. That doesn't really mean anything useful at all.
